How does Texas parole work — who decides and how?

How do I write a good support letter for the Parole Board?

A good support letter is personal, specific, and honest. It should identify who you are and your relationship to the inmate, describe the changes you have observed in them during their incarceration, address the offense directly rather than avoiding it, explain what support you will provide after release (housing, accountability, employment help), and express your belief in their readiness to reintegrate. Yes — it is one of the most important factors in a parole decision. The Board needs to know that your loved one has a stable, safe place to go and a realistic path to self-sufficiency. However, a packet company is not a law firm, cannot provide legal advice, cannot appear on your loved one's behalf, and cannot respond to legal issues in the case. My loved one was denied parole. What happens now?

A denial (set-off) is not the end. The Board will set a new review date — typically one to three years out. The time between now and the next review is an opportunity to strengthen the case: address whatever concerns led to the denial, improve the institutional record, build a better release plan, and prepare stronger materials. What are the conditions of parole in Texas?

Standard parole conditions in Texas include: reporting regularly to a parole officer, maintaining employment or actively seeking work, not leaving the county or state without permission, not possessing firearms, not associating with known criminals, submitting to drug and alcohol testing, and paying supervision fees. Additional special conditions may apply depending on the offense — sex offender registration, electronic monitoring, substance abuse treatment, or restrictions on contact with certain individuals. Violating any condition can result in revocation.

A parole violation can result in a warrant, arrest, and a revocation hearing before the Board. If the Board finds a violation occurred, they can revoke parole and return your loved one to prison to serve the remainder of their sentence. Not every violation results in revocation — technical violations (missing a meeting, failing to pay fees) are treated differently than new criminal offenses. If your loved one has been accused of a parole violation, they need legal representation immediately.

How long does my loved one have to be on parole?

In Texas, a parolee must remain under supervision for the full length of their original sentence, minus any flat-time credit. For example, if someone was sentenced to 20 years and served 8 before being paroled, they remain under parole supervision for up to 12 more years — unless they are discharged early.
